Director, Monitoring and Evaluation

Position Summary:
The Director of Research, Monitoring and Evaluation will provide leadership and support to Organization, partner organizations, and sub-contractors in the conceptualization, design and execution of comprehensive M&E systems, tools and methods that monitor and assess program progress towards programmatic and organizational goals; provide timely and relevant information to Senior Management, Board and decision-makers; inform strategic and resource-allocation decisions; and improve impact. The Director will also oversee research that builds on the data generated through M&E and focuses on the promotion of women’s leadership and agency – core areas of VitalVoices’ competency.
Major Duties and Responsibilities:
- Develop and communicate a comprehensive, strategic vision for an organizational M&E system that is dynamic and innovative.
- Guide the design, implementation and continual refinement of Organizational wide standard M&E system, tools, and methods; employing a collaborative approach to ensure that these address program needs, strengths and constraints.
- Provide research, monitoring and evaluation guidance and mentoring, identifying needs, strengthening the capacity of staff and support Organizational programs through training, advice, and on-going technical assistance in research and M&E planning and implementation; developing and testing data-gathering instruments; data collection, analysis, interpretation, management and use; integration of results into on-going and strategic planning and reporting.
- Develop processes for Organization to collaboratively undertake research and identify and document M&E best practices, advance shared learning initiatives and contribute best practices to Organization’s knowledge base. Contribute to the development of research and knowledge management processes to ensure that the M&E system, tools and methods provide statistical and analytical validation.
- Lead the development of an M&E manual of Organization’s M&E approach, tools and methods.
- Provide input into the development of a research data base and an M&E management system that supports research and M&E data entry, management, analysis and reporting; facilitates knowledge management and knowledge sharing; and improves communications.
- Participate in Organizational working groups to ensure effective planning, coordination of implementation, and organizational learning.
- Provide input into Organizational proposal development in relation to research and M&E to ensure that these support Organization’s long-range vision of research and M&E.
- Ensure the effective marketing and communication of the outcome of research and M&E for knowledge building and program planning .
- Prepare final results framework and performance management.
- Advance research and M&E knowledge and best practices to influence the agenda of donor, development assistance organizations, partners, etc by representing Organization at relevant academic, government, regional and global evaluation associations and networks.
Finance and Accounting
- Manage M&E budget and financial reporting.
Reporting
- Responsible for internal and external reporting in relation to research and M&E, including preparation of progress reports, writing of impact section of Annual Report, presentations for meetings, consolidation of reports from programs, partners, and subcontractors to submit to relevant donors, Senior Management, and Board, in accordance with required reporting formats and timing.
- Support staff, partners and subcontractors to prepare research and progress reports. Together with relevant staff, develop and submit plans and narrative and financial reports within agreed deadlines as required.
Qualifications:
- Minimum of 5 five years of work experience in research, design and monitoring and evaluation methodologies; at least 3 years of field-based data collection and analysis experience
- Demonstrated understanding of research methodologies, including quantitative analysis, and M&E best practices and trends
- Master’s degree in related field area; Ph.D. equivalency strongly preferred
- Demonstrated technical experience to provide support and guidance to program staff on research and monitoring and evaluation
- Experience in designing research, M&E Organizational-wide systems
- Experience in designing research, M&E methodologies and tools; ability to coach and train others in their use of research and M&E tools
- Excellent interpersonal and networking skills
- High standards of integrity, confidentiality, professionalism, and impartiality
- Able to work independently with minimal supervision and effectively in a team environment; ability to work in fast paced environment
- Detail-oriented and highly organized, with a proactive approach
- Ability to multi-task and work to meet tight deadlines
- Proficient in use of Microsoft Word, PowerPoint, Excel and statistical packages
- Excellent ability to communicate effectively in English, both verbally and in writing
- Willingness to travel internationally
